Here are the authority limits for workers' compensation for the City of Mountain View:

a. Settlements up to $20,000—Risk Manager.

b. Settlements from $20,001to $50,000—Workers’ Compensation Settlement Committee comprised of RiskManager, Finance and Administrative Services Director, Employee Services Director, and City Attorney. If the Committee cannot come to a unanimous decision, the City Manager will make the final decision.

c. Settlements above $50,000—City Manager upon recommendation of Workers’ Compensation Settlement Committee.

• Liability
• $95,000: City Attorney and Risk Manager
• $95,001 and higher: City Council
• Workers' Compensation
• $25,000: Risk Manager
• $25,001 and higher: City Manager
• All settlements reported to the Council as part of the Annual WC Report

City Manager: $30,000

The attached document describes the authority delegated by Council to settle a GL or Work Comp case. In short, a settlement greater than $100k requires Council authority.

Our contracting authority table is attached. Our main thresholds are $10K, $50K, $85K for most contracts, and $250K for Public Works contracts.
